The answer -- yes. But it doesn't seem like it. In 2000 (?) we had trouble with the well in Primghar and we drilled a new one. Water was hauled into town using the fire department's tanker--that was not a shortage of water but rather a demonstration of the kind of steps that need to be taken when water flow is interupted.
