CITY HALL CLOSED FOR CHRISTMAS & NEW YEAR HOLIDAYS

City Hall will be closing at 12 pm December 24th & 31st , and be closed all day on the 25th & January 1st for the Christmas and New Years Holidays. If you have an emergency, please call City Hall (957-2435) and an on-call city employee will assist you.

WINTER REMINDERS

1) WINTER SNOW REMOVAL

Residents are reminded there is to be NO PARKING on city streets from 2 A.M. to 6 A.M. between November 1st and March 31st per City Ordinance. This allows our employees to more efficiently remove snow.

2) SIDEWALK ORDINANCE

Please remove snow and ice from your sidewalks within 24-hours to ensure safe passage of walking residents & school children. If the City receives a complaint the City will clear the sidewalks and assess your property.

3) RURAL MAIL DELIVERY IN TOWN

Just a reminder that is the rural mailbox recipients responsibility to clear away any snow that should get piled up/around the mailbox post so the mail carrier can deliver the mail in a timely manner.

CHRISTMAS TREE PICKUP

City employees will pick up Christmas trees on Monday, January 4th. Please place your tree curbside by 9:00 AM.

"Thanks" goes out to all of you who dropped off goodies through out the year. They were very much appreciated by us all.

2009 ACCOMPLISHMENTS

Street Dept - City accepted PAC's subdivision, Randolph Estates 2nd Addition, which includes 16 new lots in NW Primghar. Two new "City of Primghar" signs can be seen at the north and south entrances to town on Hwy 59.

Water Dept - New Water Flow meter installed

Park Dept - The city has spiced up the City Park with the installation of new Playground Equipment.

Electric - In an effort to provide adequate and efficient power services to the city, our transformer has been upgraded to a 150 kVAR capacitor. We have also installed a new boiler in the Light Plant.

Cemetery Dept - The old shed located on the grounds of the cemetery has been razed, making way to a gazebo memorial suggested by an area family.

Ambulance Dept - New appointed EMT-B volunteers, Joseph (Jody) Moss & Katie Leiding.

Fire Dept - 2 new firemen- Anthony Schueller & Cory Crouch.

Pool - New drains and covers were installed in the spring. Bids are still being considered for next springs crack repair and painting project.

City Hall - We welcome Wendy Ewoldt as our 2nd Deputy Clerk.

The skating rink is open Saturday afternoons from 1:30 to 3:30pm, and again in the evening from 7:30 to 9:30pm. Admittance is $2.00 per child. Tired of writing checks or rushing to drop off your payment on time to avoid late fees? Consider automatic bank withdrawal. We have 3 payment dates available for your convenience; the 3rd,10th or 25th of the month. We except any bank and any type of account, checking or savings. Please stop by City Hall for authorization forms - it's quick and easy.

ATTENTION

We have had numerous complaints from local businesses regarding residents' use of private dumpsters. Please be aware that unless you have permission from the business owner, it is ILLEGAL to dispose of your household garbage in any receptacle but your own If you own or rent your home inside Primghar city limits, you are automatically paying for garbage service on your utility bill or through your rental agreement. Each household is allowed 2-32 gallon containers (YELLOW recycle containers are not acceptable and your trash will no be picked up if left in this container). Please furnish your own receptacle and/or use what is provided by your landlord. If you have excess trash, tags can be purchased at City Hall for $1.00/bag. ALSO, we ask that you DO NOT USE WHITE BAGS for disposal, for they can easily be missed due to the amount of snow on the ground.

Primghar Power Outage Jan. 22

We at City Hall, would like to apologize for the inconvenience and lack of details surrounding the power outage we all experienced a couple of weeks ago. In an effort to resolve questions and alleviate rumors, we sum all of this up to technical issues. A failed sub-station south of town was to blame, but, it was our Generator that proved to be the biggest upset. The generator was, as it should be, hooked up to back-up power. However, the back-up was electrical. In all periodic testing measures and procedures, everything worked according to plan. Unfortunately it took a real-life emergency to discover the defect, which with no waste of time, has been repaired. If you have any additional questions, please call City Hall.

Dear Citizens of Primghar:

Recently many of you have noticed an unusually high charge on your utility bill. There has been an equal amount of frustrations and questions circulating concerning this issue, and I will try to resolve this to the best of my ability.

Firstly, due to the harsh nature of our winter season this year, our Public Works crew has focused intently on the conditions of our roadways for over three months. They have done an exceptional job ensuring that our roadways were passable and we are grateful for their tireless efforts to clear and move snow. However, the large amounts of snow we received which kept our Public Works crew busy subsequently prohibited them from physically reading electric meters. In many instances, electric meters were impossible to access due to drifting snow and blizzard-like conditions. Due to these conditions, we at City Hall estimated utility usage through our utility billing software. What we didn't realize is that the estimates we sent out to your homes, oftentimes, greatly underestimated the actual utility usage your household. As a result, many citizens had bills with amounts beyond their ability to pay.

We have spoken with the administrators who oversee and manage our billing software and now realize that estimates are not based on average-usage over the winter months. When we estimate usage, the software performs a "running average" which accounts for all usage over the lifetime of an account. This "running average" typically gives a number close to normal monthly usage, but this number does not take into account the extreme nature of our winter season. With subzero temperatures and blizzard-like conditions, no software could have correctly estimated the increased need of our utilities to keep our homes warm and comfortable. As a result, many estimates over a two month period greatly underestimated the actual usage of utilities and a large carry-over balance ensued. When our Public Works crew was able to physically read meters, we realized how severe our software had underestimated utility usage for our citizens.

Though it is no consolation, many times we find out the inefficiencies and problems of government after events such as this. Please know that we are taking the following steps here at City Hall to ensure we do not repeat this incident in the future:

Clarify Notices: If we will need to estimate utility usage in the future, we will warn that estimates may greatly underestimate your actual usage. We notified the citizens of Primghar through our monthly newsletter that we would be estimating utility usage, but in the future we will suggest that households pay more than what is stated on the bill. If you pay more, the leftover balance will simply be credited towards next months usage.

"How-To" Guide: We invited everyone through our newsletter to report meter readings if they would like to opt-out of estimated readings. However, we did not realize that some people do not know how to read an electric meter. At City Hall, we will provide step-by-step instructions on how to correctly and accurately read an electrical meter so you can report your usage during a time of estimation.

Contract Payments: If you find your utility bill is too much to handle in one monthly payment, please come to City Hall before the due date and we will work out contracted payments which your household can financially handle.

Once again, we greatly apologize for these unforeseen events that have occurred through our utility billing process. If you have any questions, comments, concerns, or suggestions for us, please feel free to stop in at City Hall to discuss this and other issues with us. We appreciate your patience during this time and hope that we at City Hall will continue to meet the needs of this community in a kind and proficient manner.

JAYCEE EASTER EGG HUNT

The Annual Easter Egg Hunt is being held on Saturday, April 3rd at 1:00 pm at the Primghar EMS Building.

Please bring your little ones through grade 4 to join in on the FUN!!

There will be children's rides, and of course, the Easter Bunny!!

SPRING CLEANUP-2010 May 14th

This is the 3rd year the City has joined forces with Town & Country Disposal to pickup items placed along the curbside*. You are asked to have the items you wish to discard placed at your usual garbage pickup area by 6 a.m. on Friday May 14th.

JAYCEE SPRING SOCCER PROGRAM

Again this year… Soccer is available for grades K-2 as well as 3-6. The first game begins at 9am on April 10 and continuing through May. Games are held at the City Park. Look for information coming home with your child from school.

Registration is due by 3/31/10.

CITY SPONSORED THUNDER CATS SOCCER PROGRAM

The City of Primghar is again sponsoring the JH-HS Coed Soccer program. Practice begins on Monday, 4/5, at the City Park Soccer field. Practice runs from 4-5:30pm each afternoon except Wednesday. Registration forms can be obtained at the High School office or by calling Linda Torborg at 957-2319.

Should you need more information, contact Linda Torborg at the Mercy Clinic (957-2310) or Rose VanderPol at BHMH (957-2300). Come and show your support for the Jaycee Soccer kids and the Primghar Thunder Cats Team throughout April and May at the Park.

LITTLE LEAGUE REGISTRATION

Your child should have brought home from school the registration information for Primghar Boys & Girls Little League. The city office will be accepting applications throughout the day on the 24th, and a volunteer will be available that evening at the Pizza Ranch. We are still in need of volunteers for the Boys' program and concession stand. Thank You to those who have come forward to help with the Girls. If interested in helping with coaching, volunteering, running the concession stand or if you have any questions please call or stop by City Hall. Your help is greatly appreciated!!

RECYCLE & GARBAGE

Recycling will be picked up on Wednesday, August 4th and 18th.

Waste Connections requests that you set out your containers by 7:00 A.M. the morning of pick up. There is a limit** of two 32 gallon containers per household. Tags may be purchased from City Hall for each additional container at a cost of $1.00 per tag.

** So if some of your garbage has been left this could be why.

POOL CLOSING

The last day for the pool to be open is scheduled for August 15th. Thank you for your patronage this summer.

Friendly Reminders-

1. From Planning & Zoning---BEFORE any construction can begin on any outside projects, additions, decks, improvements, fences etc. please complete a building permit. Permits can be picked up and returned to City Hall.

2. Utility bill due date is the 10th of every month. If the 10th falls on a Monday, Tuesday, Wednesday or Thursday cut off date is the following business morning BY 8:00am for the drop box and 9:00am for the mailbox. If the 10th falls on a Friday, Saturday or a Sunday cut off date is Monday morning BY 8:00am for the drop box and 9:00am for the mailbox. Any questions concerning this policy please call city hall.

3. 48-Hour Posting on past due accounts - A $30.00 posting fee to apply if not paid 2 days prior to the disconnect date indicated on the disconnect notice. An additional $30.00 administrative fee will also be charged if Electric and/or Water services are scheduled to be shut off after 48-hour time limit but before actual dis-connect occurs. This is to ensure ALL utility bills are paid before the disconnect date.

4. Please don't mow your grass clippings into the city streets.

EVEN PAY/EASY PAY

Pay the same amount every month, no matter what the weather is like! How does this work?

Even Pay averages out the seasonal variations of your utility costs. We'll calculate your Even Pay amount based on your previous utility costs. Twice a year, any difference between your actual charges and your Even Pay charges will be averaged into your new payment amount for the following year or you can make an extra payment to catch it up.

PLUS-

Even Pay works most efficiently when combined with Easy Pay, which allows you to deduct pay-ments automatically from your checking or savings account from any bank anywhere. This is the easiest and most cost-effective way to pay your bill on time, and it's free. That's all there is to it! Even Pay is designed for residential customers with at least 12-months of good history with the City. Participants may not be delinquent with utility payments.

Do you like to be there for people in their time of need? Had a lifelong dream of going into the medical field, but the schooling was- n't for you? Then do we have the opportunity of a lifetime! The am- bulance team is seeking persons who would like to become EMT's! We need citizens to step up, and help out in order to keep the ambu- lance fully staffed 365 days a year, or 31,536,000 seconds a year. All it takes is a second for something to happen. Aren't you comforted by knowing that there is help in the same community, and that you don't have to wait? The only way this is possible is for people like you to volunteer! PRIMGHAR MUNICIPAL POOL

Thank You to all of this years Pool Employees, we could not have had such a great season without you. Also, Thank You to all the attendees that helped make it possible, we hoped you enjoyed your visits.xxxx The Pool Board committee met recently to discuss the Pool's needs, for next season, and (he many season's to come. They are currently looking at a Grant Program to help with equipment upgrades for next year. They have also discussed an idea to organize a committee of residents that would like to help make our New Pool Dreams Come True! Several fundraising ideas have been shared, but more are always better. Your opinions and ideas are very valuable. Everyone is invited, those who currently use our pool, those who will in the future, and even more so, those who helped bring thepoolto town in the 1970's.

The engineering team, Kuehl & Payor, that provided the 2003 pool renovations, has offered to visit Primghar, scope out the town, and share their expertise on where, what, and how the City should consider a new facility. STANDARD TIME

As the old saying goes "Spring Forward, Fall Back". Well the time is here to set those clocks back one hour the first Sunday of November or on the 7th this year.

LEAVES RAKED INTO CITY STREETS

Residents are reminded not to rake leaves into the streets. Large accumulations of leaves block the storm water intakes and culverts. Leaves may be placed in the city's dumpster behind the light plant or hauled to the City dump north of the lagoon. Residents may NOT burn leaves on public property.

48 HOUR POSTINGS REMINDER

Bills are due the 10th of every month. If not paid by the 10th you are then charged a penalty and given 12 more days to pay before actual disconnection.

The 48-Hour Posting will occur on the 11th day past due, with shut off on the 13th day. (unless this falls on a weekend, the next business day.)

The same $30.00 posting fee still applies. An additional $30.00 administrative fee will also be charged if Electric and/or Water services are scheduled to be shut off after the 48-hour time limit but before actual dis- connect occurs. This is to ensure All utility bills are paid before the disconnect date.

CHRISTMAS LIGHTING CONTEST
